| The newest server roll seems to have removed the ability for estate managers/owners to freeze/eject residents on their islands.
Repro:
Change land owner to someone else so you don't have default owner rights.
Attempt to freeze resident.
Enabling Viewer admin options produces:
[21:44] Freeze failed because you don't have admin permission for that parcel. |

Freeze/Eject won't work for Estate Managers anymore. Used to be that Estate Mgrs could freeze/eject even if the parcel was group-owned and the avatar didn't have the group permissions - now it doesn't allow it. Estate Managers definitely should have eject privs at the very least.

But a new bug has occurred as viewer 2 does not recognize an estate managers ability to freeze/eject users when they don't have parcel permissions.
