When a region has reached the max capacity of avatars that are allowed inside it, it is not possible to TP in any way around inside the region.
The normal, usual message of the region being full appears. This is quite frankly clearly a bug by system design, as an avatar that already is in the very same region should not have an issue teleporting around inside the same.

The solution is to simply allow TPs in the same region, ignoring the sim's current capacity. No disconnects or reconnects happen between the agent and sim during them.

Likewise, as a sidenote, it's not possible to TP around in a region or parcel that has a landing point / telehub set, despite an agent already being in said region or parcel, pretty much causing the same level of annoyance and illogical behavior from the server. If requested, I can JIRA this second kind of TP restriction misbehavior as well.

The purpose on a telehub or landing point on a parcel is to prevent people from teleporting in at another than the designated position. If a person would be able to teleport anywhere despite of teleport routing, the purpose this is used for now would be defeated.

Teleport routing is used to prevent people from jumping around in a sim. Please don't break that when fixing the issue about region full on local teleporting.

I recall teleports working within sims a very long time ago..I would love to see this working again.

It was really useful for crowded locations, like sandboxes, or other high traffic locations. its not even a remotely viable option now unless the sims really empty..then it doesnt' really have a use since its not needed..

I'm all for fixing this.

Exactly thomas, as you said, a telehub or landing point is to prevent people from teleporting IN at another location.

However, I feel that once they are inside, they should be able to teleport around. Having the teleporters/telehubs also act as teleportation preventers is, IMO, not the right way to go about it. It lacks seperation of function. There should be a no-teleport flag for parcels or regions instead. Telethubs and landing spots would still work correctly on TP into the area.

Yes. But when allowing another in sim teleport ignoring the telehub or landing point would defeat the purpose of them. You could just issue a second teleport after arriving and virtually have another entry point then.
There's a difference between walking from A to B and teleporting from A to B. Telehubs are on purpose to prevent in sim teleporting as well. Landing points are on purpose to set a landing point or block teleport on a parcel. When in sim teleports would ignore landing points on parcels, one could teleport into another parcel and then in sim teleport into another parcel on a position that wasn't supposed to teleport into, as it's also blocked by prims to walk into.
Don't break doors and alike.

btw, there's a reason I don't like a flag like "disable in sim teleport", as that'd be enabled by default then, preventing in sim teleporting everywhere until land owners turn it off. So the semantics of landing point and telehubs blocking in sim/parcel teleporting are correct. They are used for that purpose and changing it would break content.

I've been fixing a bunch of teleport bugs, including this one. This will probably be included in server-1.40, whenever that is released (probably late May or early June 2010).

Was on a homestead server earlier today (Monster Island), and this bug is not fixed. It's running 1.40.4

Tested this bug today with Second Life Server 11.02.22.221781, and found that it's been fixed. Note that this issue is different from SVC-75, which is still open (and involves TP offers being blocked when offering a TP to an avatar who is already in a full region).
